Shady Rest Committee List Finalized

The Marshall County Commissioners finalized a list of committee members to serve on the Shady Rest Home Committee.

The commissioners decided to form a committee to determine what uses could fill the Shady Rest Home facility once it is handed back to the county on Aug. 1. The Bowen Center made the decision to cease operations there after some of the new regulations didn’t fit the facility’s needs.

Marshall County Commissioners Pass New Fees for Recorder’s Office

The Marshall County Commissioners were informed by County Attorney Jim Clevenger that the fees for the recorder’s office need to be updated.

Recorder Marlene Mahler informed Clevenger that the state legislature mandated changes in the fees at the state level and those fees are to be updated at the county level. Clevenger said he drafted an ordinance that updates the fee schedule in the recorder’s office that matches the state mandate.

Two Public Hearings Held on Health Department Fee, Well Ordinance Changes

The Marshall County Commissioners and Health Department Administrator Christine Stinson opened Monday’s commissioner’s meeting to the public for comment on two ordinances that feature fee changes within the health department.

The proposed well ordinance was considered first by the commissioners. No public comment was made. The ordinance was approved on the first reading, but Stinson will be following up with a well company concerning well caps. When those concerns are ironed out, any changes can be amended during the second reading of the ordinance to be considered on Monday, July 17.

Marshall County Commissioners Approve Road List for Community Crossings Grant

The Marshall County Commissioners approved the list of roads to be considered as part of the Community Crossings Grant in 2018. The list will also be given to the county council and MACOG for consideration.

The grant request will include Beech Road from U.S. 6 to 3B Road, 17th Road/Dewey Street between Linden and South Michigan Street, 9th Road from Pioneer Drive to the county line west, Dogwood Road from the county line to State Road 331, old U.S. 31 in LaPaz to Tyler Road, and 13th Road from State Road 17 to Olive Trail.

Marshall County Commissioners Approve Contribution toward Culver Stellar Project

The Marshall County Commissioners approved an in-kind contribution to assist the Town of Culver in a quest to become a stellar community.

Culver Town Council President Ginny Bess Munroe explained to the commissioners that other Stellar Communities Designation Program Grant candidates have included supporting documentation from partnerships with county and town entities in their applications. Munroe asked the commissioners for support of the bike/pedestrian trail around Lake Maxinkuckee that lies within their plans for the Stellar Communities grant.

Marshall County Commissioners to Meet Today

The Marshall County Commissioners will hold two public hearings this morning when they meet for their regular meeting today.

The hearings will allow residents to comment on the proposed fee schedule changes in the health department and the changes in the well ordinance. The hearings are set to begin at 9 a.m. as advertised.

Fair Board Seeks Grant to Construct Community Building

A public hearing was held during the Marshall County Commissioners meeting on Monday to hear comments on the proposed construction of a community building to be constructed on the 4-H Fairgrounds in Argos.

Shannon McLeod, a grant writer from Priority Project Resources, is assisting the Marshall County Fair Board  in obtaining a federal grant to build the structure.  The building would be used as a meeting place, wedding reception hall or any other type of use by the community.  Continue reading

Apple Road Closed for Bridge Work

Apple Road in Marshall County is closed so crews can demolish the Apple Road bridge.

LaPorte Construction is doing the bridge work. The commissioners approved a bid from the company in March in the amount of $274,774.68 to replace the bridge.

Bridge #174, or Apple Road bridge, is on Apple Road over the Yellow Creek, north of State Road 25 before the railroad tracks. Workers have a 75-day window in which to complete the project.

Public Hearing Set for Reestablishment of Cumulative Capital Development Fund Rate

The Department of Local Government Finance has scheduled a public hearing to gather written and verbal testimony from Marshall County residents who signed a petition opposing the proposed reestablishment of the Cumulative Capital Development fund at its maximum rate of $.0333 per $100 of assessed valuation.

Following the hearing, the DLGF will certify approval, disapproval, or modifications of the county’s proposal and submit that to the county.

Marshall County Commissioners to Evaluate Speed Limit Change Request

The Marshall County Commissioners will consider lowering the speed limit on Del-Lo-Me Lane as a resident raised concerns about the current speed.

Jessica Sills said there are 10 houses on the road and feels that 30 mph speed limit is a bit much. She said there are children who are under the age of 15 at half of the houses on the block. The road isn’t long enough to get up to that speed but since it is posted she thinks that people will attempt to go that fast anyway. She believes a 15 mph speed limit would be sufficient.

Marshall County Council on Aging to Apply for Two Vehicles

The Marshall County Council on Aging is looking to apply for a grant to purchase two new vehicles to update the fleet.

Executive Director Jackie Wright presented information to the Marshall County Commissioners this week asking to apply for $172,363 for two low-floor mini vans and equipment with a local match of $14,800. She noted that the grant match money will consist of donations, Older Americans Act dollars, United Way funds, local government entity budgeted dollars and Marshall County Community Foundation funds. Marshall County EMA Director Presents Recovery Plan

Plans to respond to a disaster are in place, but what assistance is available after the scene is cleared? Marshall County Emergency Management Agency Director Clyde Avery presented a recovery plan to the commissioners during their meeting on Monday. This will be added to the emergency plan already in place.

Avery said some residents won’t meet the required threshold for monetary assistance after an event occurs in the county. He said this plan can fix that issue.

Marshall County Commissioners Look for Shady Rest Committee Members

The Marshall County Commissioners will be putting together a committee to decide how to proceed in finding a way to occupy the Shady Rest Home in Plymouth.

Kurt Carlson from the Bowen Center announced in May that Shady Rest would be closing its doors as some of the new regulations do not fit the needs of the residents at their particular facility. He noted that efforts were being made at that time to transfer patients to family members, other nursing homes, other facilities that focus on mental health needs, or back to the community.

Public Hearing to be Set Concerning Reestablishment of Cumulative Capital Development Fund

The Department of Local Government Finance will set up a public hearing soon concerning a remonstrance toward the reestablishment of the Cumulative Capital Development Fund at its maximum rate in Marshall County.

The Marshall County Commissioners approved the rate at $.0333 per $100 of assessed valuation in April. The notice was published and residents had 30 days to file an appeal. The petition had to have at least 50 signatures to be filed with the state. Auditor Julie Fox said 83 signatures on the document where verified through tax records. The paperwork was filed by the deadline and all was submitted to the Department of Local Government Finance. Fox told the commissioners on Monday that the DLGF will be the entity responsible for scheduling the public hearing in Marshall County.

Marshall County Highway Department Saving Money with Millings

The staff at the Marshall County Highway Department is doing their best to make dollars stretch when it comes to road work.

Highway Supervisor Jason Peters, Highway Administrator Laurie Baker and the entire department worked hard to get the proper paperwork submitted for testing at the facility in order to be able to house millings from other road projects. Peters said the millings from the State Road 17 resurfacing project, U.S. 31 work and the Plymouth Community School Corporation parking lot paving project will be recycled and used for road paving within the county.

He said the millings the county has received look to be in good shape. Continue reading
