Plymouth Department Heads Seek Permission for Quotes and Grants
The Plymouth Board of Public Works and Safety members considered several department head requests to seek quotes for equipment and grants.
Utility Superintendent Donnie Davidson is seeking quotes for the replacement of a service truck for the water department. He also asked to get quotes for a one-ton dump truck for the wastewater department. Both vehicle purchases are included in the department’s budget for capital improvement projects.
Phi Delta Kappa to Pay Water Bill Despite Appeal
The members of the Phi Delta Kappa will have to pay a $750 water bill despite not knowing what happened to the water that was registered through the city’s meters.
The issue was brought before the Plymouth Board of Public Works and Safety members during the Feb. 12 meeting. The organization received a water bill for $750 and appealed the bill stating that they have a leaky toilet, but it’s not known how some 100,000 gallons of water was registered in January.
Plymouth Water, Sewer Rate Increases Pass by Majority Vote
The Plymouth City Council members approved the second and third reading of ordinances that increase water and sewer rates beginning with December consumption, billable in January.
A public hearing was held on the matter Monday night which mostly gathered public opposition. Many cited senior citizens with fixed incomes and the impact it will have on those that may find an approximate $130 additional cost per year too costly once all phases come to realization in 2019.
Plymouth City Council to Discuss Water, Sewer Rate Increases
The Plymouth City Council members are expected to discuss water and sewer rate increases when they meet tonight at 6:30 p.m.
A public hearing is set to gather public comment on the matter.
During a special meeting held Monday, Oct. 30, the city council learned that with Bay Valley Foods and Del Monte closing at the end of year water and wastewater treatment revenue losses are imminent. To help bridge the gap, an ordinance outlining a one-time raise in the water rate of 12 percent to begin Jan. 1, 2018, was proposed. In addition, an ordinance detailing a three-phase wastewater rate increase was proposed. It would allow for a 10 percent increase in wastewater rates beginning Jan. 1, 2018, with another 10 percent increase on Sept. 2, 2018, and a third 10 percent increase in March of 2019.

Plymouth Road to be Closed for Two Days
A Plymouth road will be closed for two days for the replacement of a culvert.
Utility Superintendent Donnie Davidson told the Plymouth Board of Public Works and Safety members last week that Skylane Drive will be closed today beginning at 8 a.m. until tomorrow at about 5 p.m.
Davidson reported that the culvert is undersized and is the cause of flooding issues in the area.
Inclement weather could delay the project and extend the closure.
Plymouth Utility Projects Coming Along
Several ongoing projects with the Plymouth Utility Department are on schedule.
Utility Superintendent Donnie Davidson reported to the Plymouth Board of Public Works and Safety that the wastewater treatment plant is about 70 percent complete. Process equipment start-up was successful and the next major phase is going on this week. The company is ahead of schedule and will be substantially complete by November.
Bids Opened for Richter Road Water Main Extension Project
Four bids were received by the Plymouth City Council Monday night for the Richter Road water main extension project.
The lowest bid was submitted by Haskins Underground, Inc. in Plymouth in the amount of $124,605. The highest bid was $257,812 from out of South Bend. The council voted unanimously to take the bids under advisement. They will be reviewed by City Attorney Sean Surrisi, City Engineer Rick Gaul and Utility Superintendent Donnie Davidson. A recommendation will be brought before the city council during their next meeting on July 24.
Water Line Flushing in Plymouth to Start Next Week
The water main flushing program in the City of Plymouth will begin on Monday, June 5 at 6 a.m.
Utility Superintendent Donnie Davidson said the process should take about 30 days.
Bids Opened and Quotes Submitted for Projects during Plymouth BOW Meeting
A quote will be considered for the microsurface project this spring in the City of Plymouth.
One bid was received for the project which was opened by City Attorney Sean Surrisi during the Plymouth Board of Public Works and Safety meeting last week. The single quote of $415,972.78 was submitted by Pavement Solutions, Inc in Middletown, Indiana. City Engineer Rick Gaul explained that there aren’t too many companies close around that can complete the project. He found 11 companies and contacted four of them that were within 200 miles. Two companies attended the pre-bid meeting.
Plymouth Board of Public Works and Safety Approves Sewer Equipment Purchase
The purchase of a combination sewer cleaner was discussed by the Plymouth Board of Public Works and Safety this week.
Utility Superintendent Donnie Davidson told the board that the department has held off on purchasing the equipment for about five years to collect the funds for the expenditure. Davidson said $400,000 is budgeted for the purchase this year.
Plymouth Board of Works Approves Engineering Proposals for East Side Water, Storm Sewer Projects
The City of Plymouth is moving ahead with a couple projects that would improve water quality and reduce flooding on the city’s east side.
