The Plymouth City Council has agreed to use money set aside for flood cleanup to repair some of the city’s equipment. Clerk-Treasurer Jeanine Xaver told council members last week that the Street Department had problems with both of its loaders in the past year. The total repair bill came in around $24,000, according to Street Superintendent Jim Marquardt, which is more than what was budgeted.

The City of Plymouth is building up its savings as the 2018 budget year comes to an end. The city council agreed Wednesday to transfer $750,000 from the General Fund to the Rainy Day Fund, at the recommendation of Clerk-Treasurer Jeanine Xaver. She said the transfer will bring the Rainy Day Fund balance up to about $3.6 million and noted that there’s plenty of money in the General Fund to cover it.

Plymouth City Council members held a pre-adoption public hearing over their 2019 budget when they met last Monday.
Clerk-Treasurer Jeanine Xaver shared that the published budget is based on 85 percent of the current year’s assessed valuation (AV). She explained that the current AV is $391 million and 85 percent of that is $333 million.
Xaver said based on that reduced AV, the anticipated tax rate for 2019 would be $2.12 per $100 of net assessed valuation and added that excludes the cumulative capital development fund’s rate. She also noted last year’s rate was advertised at $1.95 and it ended up being a $1.65. Continue reading
Resolution Showing Support for Housing Project Associated with Regional Stellar Initiative Raises Funding Concerns in Plymouth
Despite receiving a recommendation from their fiscal officer to hold off, the Plymouth City Council passed a resolution Monday night that confirms the City’s support for the Marshall County Crossroads Regional Stellar Initiative as well as a permanent supportive housing development.
City Attorney Sean Surrisi shared a few details about the Stellar Initiative and noted a permanent supportive housing development is one of the city’s projects they plan to include in the County’s application seeking a Regional Stellar Designation. Continue reading
Plymouth BOW Approves No Parking Request on South Side of Garro Street
A no parking request that was brought to the attention of the Plymouth Board of Works back in August was approved Monday night.
When the Board met last month, Police Chief David Bacon informed members that Garro Street can get incredibly congested at times, with the north side being utilized for residential parking and the south side filled with parents waiting to pick up students from the Lincoln Junior High School. Plymouth City Council Considers Establishing Funds Related to Multi-Million Dollar Aquatics Center Project
Plymouth City Council members held the first readings over two ordinances that would establish funds related to the major projects on Miller Drive when they met for their final meeting in May.
The city recently sold two bonds that generated approximately $6.6 million dollars for these projects.
As previously reported, the projects on Miller Drive will include the construction of a 10-lane indoor pool facility, a new building for the Marshall County Community Foundation offices and an early childhood learning center. For the sake of brevity, all of these projects are collectively referred to as the “Aquatics Center Project.” Continue reading

Plymouth City Council Approves Donation for Long-Term Flood Recovery Committee
Plymouth City Councilman Jeff Houin spoke on behalf of the Long-Term Flood Recovery Committee during last Monday’s city council meeting.
According to City Attorney Sean Surrisi, Houin stated that after private insurance and FEMA funds are applied to relief efforts, there is still an additional $450,000 that is needed to help cover repair costs. During the meeting, Houin requested a $25,000 donation to assist with long-term efforts. Continue reading
Annual Operation Report for Local Roads and Streets Considered by Plymouth City Council
The 2017 annual Operations Report for Local Roads and Streets was submitted to Plymouth City Council members Monday night.
Street Superintendent Jim Marquardt and City Engineer Rick Gaul completed the documents and submitted them to the council for consideration. CF-1 Forms for Pretzels Inc and Zentis Food Solutions Considered at Plymouth City Council Meeting
Plymouth City Council members reviewed the compliance of particular companies where tax abatements were granted when the CF-1 Forms for snack manufacturer Pretzels Inc. and the food product supplier Zentis were considered during Monday night’ city council meeting.
Zentis received their tax abatement in 2012 while Pretzels Inc. had an abatement granted in 2016. Continue reading
Street Closure Request for Downtown Merchants’ Second Friday Events Approved by Plymouth BOW
Plymouth Board of Public Works and Safety members considered a street closure request when they met last week.
Last Monday night, BOW members received a request submitted by Promotion of the City Coodinator Laura Mann.
Clerk-Treasurer Jeanine Xaver read the request, explaining that it asked to close Garro Street, west of Michigan Street and east of the alley, for the 2nd Friday events sponsored by the Downtown Merchants’ Group. Continue reading
Plymouth City Council Holds Hearing Over Additional Appropriation Resolutions
Plymouth City Council members held a public hearing Monday night over resolutions that would allow additional appropriations to be made.
Clerk-Treasurer Jeanine Xaver explained that there were three different resolutions up for consideration.
The first resolution had to do with funds spent by the Plymouth Police Department. Xaver informed the council members and hearing attendees that due to a typo on the legal ad, she was unable to appropriate the entire cash balance for the Crime Prevention Fund. She said she advertised for $361 so that’s all that can be appropriated at this point. Continue reading
Plymouth BOW Awards Spring Project Bids
Bid awards for the spring surface treatment, street and sidewalk projects were considered during Monday night’s Plymouth Board of Public Works and Safety meeting.
City Engineer Rick Gaul informed the BOW members that the bid for the spring surface treatment project that was submitted by Pavement Solutions initially came in over budget at $240,788.98.
He said in order to bring down the cost, the proposed streets in the project were assessed. Gaul said after consulting with Street Superintendent Jim Marquardt and Clerk-Treasurer Jeanine Xaver about the specifics, he felt the work on Randolph Street could wait while the work on Webster Avenue was established as the highest priority. Plymouth Clerk-Treasurer Permitted to Carry out Year-End Financial Obligations
Plymouth Clerk-Treasurer Jeanine Xaver sought permission to carry out year-end financial obligations during the city council meeting Wednesday night.
Clerk-Treasurer Xaver asked board members for the go ahead to make year-end transfers and encumbrances as necessary. She added that the figures will be added to the minutes from the meeting. Continue reading
Plymouth Board of Public Works and Safety and City Council to Meet Tonight
The Plymouth Board of Public Works and Safety members will open bids for 2018 fuel and street supplies when they meet tonight at 6 p.m. ET. The City Engineer is scheduled to discuss 2017 Community Crossing Matching Grant Project contracts. Reports will be presented from various department heads, the City Attorney and the Secretary and Finance Officer. Mayor Mark Senter will also provide board members with a report.
Additional business includes a discussion over traffic on Plum Street and accepting November 2017 reports from the Water and Wastewater departments.
At 6:30 p.m., or immediately following the first meeting, Plymouth City Council members will convene. Members will first address any unfinished business including any tabled ordinances, resolutions or other items. Continue reading
Plymouth BOW Approves Liability Coverage for Firefighter Training
A few firefighters from the Plymouth Fire Department are participating in training courses, but need to be included on the city’s liability insurance in order to complete part of their classes.
Fire Chief Rod Miller told the Plymouth Board of Public Works and Safety members last week that the coverage is needed for the trainees’ practical skills training.
Plymouth City Building Renovations to Proceed, Following Approval of Lease Agreement
The Plymouth City Building renovation is another step closer to getting underway. A lease agreement was approved this week by both the Plymouth Redevelopment Commission and a newly-organized Redevelopment Authority, according to Clerk-Treasurer Jeanine Xaver.
