Culver Town Council Rejects Community Crossings Matching Grant Bid

The Culver Town Council members opened bids for Community Crossings projects during their most recent meeting.  This is the second time the council requested bids for the project that involves the widening of Lakeshore Drive from Academy to State Road 10 and moving sanitation/sewer lines.  Bike lanes will be incorporated in that area.

Rieth-Riley Construction submitted the lone bid and it was in the amount of $1,277,417, which was $700,000 higher than the last bid they submitted, and well over the engineer’s estimate.

A representative from VS Engineering reviewed the bid during the meeting and came back with a recommendation close to the end of the meeting.  He stated that the bid was not awardable as presented. He noted that the quantities did not match the addendum.

To take advantage of the $320,456.25 awarded in INDOT’s Community Crossings Matching Grant project for this project, a bidder should be under contract in early April, according to former Town Manager Ginny Bess Munroe. However, if it is not an acceptable bid they would have to discuss the matter with INDOT on how to proceed.

The council members unanimously voted to reject the bid as it was deemed non-responsive.
