Marshall County Commissioners to Discuss Several Items in Today’s Meeting

The Marshall County Commissioners will consider a change order request from USI Consultants’ Bart Trester when they meet today. Trester oversees the 7th Road project and the roundabout project on North Michigan Road in Plymouth. Trester indicated earlier this month that crews are waiting for word from the state to move ahead, barring any more issues with the HMX mix design. The mix of aggregate and asphalt binder is causing buckling pavement in other locations across the state. Crews are awaiting final approval of the combination to install the mix.

Construction on 7th Road Project Continues

The 7th Road project in Plymouth should be complete by the end of June.

Project Supervisor Bart Trester from USI Consultants told the Marshall County Commissioners on Monday that the center of the roundabout is open to traffic in order for construction to occur on the east and west third of the circular intersection. Crews will return the traffic pattern to travel around the roundabout when that phase is complete. The project is anticipated to be done by the end of June.

Change Orders Approved for 7th Road Project

The 7th Road construction project has been on hold all winter, but once the weather breaks workers will be busy to finish the project. It was anticipated to be complete last year.

Bart Trester from USI Consultants told the Marshall County Commissioners that several issues delayed the project including unsuitable soils and piling issue for the bridge. He presented a change order for the project once things get moving again.

“Change order seven is additional mobilization for the bridge contractor for $11,107.60,” explained Trester. “We had the bad soil issues, delays and we had to coordinate with INDOT how to go about piling, and they had to pull off the project and then came back.”

Metronet Project Done, 7th Road Project Awaiting Completion

This week, the Marshall County Commissioners approved and signed paperwork to complete the acceptance of the Metronet project along Glen Overmyer Drive. The work ended on Nov. 12 with all punch list items checked off the list. The installation of conduit for the three phases of the Metronet project is now complete.

The conduit will house dark fiber capable of distributing high-speed internet to business and industry in Plymouth. The conduit was installed in the city limits and along old U.S. 31 through LaPaz, LaVille, Lakeville and into South Bend. LaVille School Corporation and Hoosier Racing Tire have already lit dark fiber to begin using the product.

Marshall County Commissioners to Meet Tuesday

The Marshall County Commissioners will not meet today as the county employees will observe Martin Luther King, Jr. Day.

When they meet tomorrow, the highway department heads will have updates on the wetland mitigation issue and the mill pond dam. Highway Administrator Laurie Baker and Supervisor of County Highways Jason Peters will also have pug mill estimates and bid specifications for a loader.

Bart Trester from USI Consultants will present a fiber-optic conduit certification of completion for Glen Overmyer Drive in connection with the Metronet project. Curt Fey from Legal Shield will have a presentation and the commissioners will discuss the 2015 covered bridge certification.

Road Construction Project in Marshall County on Hold

The 7th Road project in Marshall County will not be completed this year.

The project supervisor overseeing the construction, Bart Trester, told the Marshall County Commissioners that the current state of the project on Michigan Road will remain through the winter.

“The traffic has been running on phase three section of the roundabout and will probably remain like this through the winter,” said Trester. “The contractors finished placing the HMA base and intermediate lifts along the main line from Seltenright Ditch to Linden Trail and the HMA base from Seltenright Ditch to the roundabout. Due to weather limitations, the contractor will more than likely shut down operations for the winter. They have opened Lilac Road and Linden Trail for thru-traffic for over the winter.”

Marshall County Commissioners to Meet Today

The Marshall County Commissioners will meet today where Bart Trester from USI will give an update on the 7th Road construction project, the Metronet project and work on the Jefferson Street bridge.

The commissioners will also have the second reading of an ordinance regulating construction setbacks at Pretty Lake. Plan Director Ralph Booker explained in a public hearing that the Pretty Lake Homeowners Association approved a change where new construction at the lake would need to be a 45 foot setback from an 789.0 elevation line.

Marshall County Commissioners to Meet Today

The Marshall County Commissioners will receive updates on three major construction projects when they meet this morning.

Bart Trester from USI will have status updates on the 7th Road construction project, the Metronet project and the Jefferson Street Bridge rehabilitation project.

The commissioners approved paperwork at their last meeting to call sections of the Metronet project substantially complete. Supervisor of County Highways Jason Peters told WKVI News last week that Beer and Slabaugh is working on the east end of the Jefferson Street bridge and that road should be open at the end of next week.

Marshall County Council Approves Appropriation for Metronet Project

The Marshall County Council members discussed an additional appropriation for the Metronet project Monday morning.

The amount was for $250,000 out of the Rainy Day Fund which is the amount St. Joseph County is expected to pay for the project.

Auditor Penny Lukenbill explained that Trinity Health sent in $125,000 for their portion of the cost in August which was appropriated last month. The county is anticipating St. Joseph County’s portion of $250,000 this week. Lukenbill stated that she wants to be prepared for when that happens.

The council unanimously approved the appropriation.

Marshall County Commissioners Receive Update on Projects

The Marshall County commissioners received an update on the 7th Road project and the Metronet project Monday morning.

USI Consultant’s Bart Trester is the project manager and said the 7th Road project is moving along.

“The contractor has begun the soil stabilization of the sub-grade and should finish from Linden Trail to Seltenright Ditch by the end of the week. This will actually allow them to put in under drains and hopefully begin paving toward the end of the week. They won’t put surface down this year. Traffic has been running on a temporary lane allowing the contractor to construct phase two of the roundabout on Michigan Road. Traffic will be switched to phase three at the end of this week or early next week. They will be running through the center of the roundabout at this time allowing them to construct phase three which is the east side up to Zimmer Ditch,” said Trester.

Marshall County Commissioners to Meet Today

The Marshall County commissioners will meet today with a host of items to discuss.

Bart Trester of USI will provide the commissioners with an update on the 7th Road project and the Metronet project. The Metronet project is ahead of schedule while the 7th Road project continues. An update on the Jefferson Street bridge will also be provided by a USI representative.

Ward Byers from Court Services will be before the board for approval of an employment contract and Stacy Richer will have a request to vacate a street on county-owned property.
