Marshall County Commissioners, Council Receive Update from Marshall County Council on Aging

Marshall County Council on Aging Executive Director Janis Jeffirs Holiday went before the Marshall County Council and Marshall County Commissioners during their respective meetings with requests and a quarterly report.

To begin, she asked to apply for the annual operating INDOT Rural Public Transit Grant

“Our operating budget for next year is $615,976,” stated Holiday.  “Out of that, we expect to get about $46,000 from passenger fares- most of them are at $2.50.  The federal share of that would be half of what’s left of the expenses after that and then the local share is the other half.”

Both the commissioners and the council approved the grant request with a unanimous vote which includes two new low-floor minivans for 2024.  Holiday noted that there was no indication if they would be approved.  She stated there were over $6 million in requests for vehicles because no entity has received vehicles due to a supply issues for three years. She said seven vehicles are over their useful life at the Council on Aging. There are two that are supposed to be received this year and two in the request for next year. 

She gave some statistics from the quarter for both entities.

Holiday commented, “We did 7,462 trips.  Again, everything is going up.  We had 64 in-county denials and 91 out-of-county denials.  The total miles that we ran were 47,776.  We were up 2,386 trips and it continues to go up all the time.”

Holiday also asked the commissioners for approval of the de-obligating of unused funds for 2022.

“The operating funds were in the amount of $166,974 and then capital funds of $1,455.  We were still using up the CARES Funds that we had for the first half of the year which was $180,000.”

The request was approved, along with the first quarter claims.
