New Project Elements Revealed During Plymouth Redevelopment Commission Meeting

The Plymouth Redevelopment Commission provided a financial and structural overview of the Aquatic Center Project that will be built adjacent to the LifePlex when they met earlier this week. City Attorney Sean Surrisi explained that while 2.2 million dollars of grant money received through the Regional Cities Initiative will be used for the Aquatic Center, new funds have become available that will allow for more structures to be constructed with this project.

Surrisi said “The exciting thing about the project that was revealed, one of the components that’s coming into play through the new market tax credits program is construction of an early childhood development center as well as offices that would be adjacent to that for the Marshall County Community Foundation and United Way.”

Surrisi said those facilities would be constructed on property that will be purchased at the end of the cul-de-sac on Miller Drive, near where the aquatic center is being built. He also mentioned that approximately three million dollars is being provided through the new market tax credits program which should be finalized in the next month.

Local financing that the city is providing for the project should be in place by the end of October and that is when construction can commence. Surrisi explained that the Aquatic Center building will be privately owned by a local non-profit organization and will be managed by a separate company. The city, Ancilla College and the Plymouth School Corporation will have lease agreements with the non-profit organization for water time at the facility.

Currently all the projects, the Aquatic Center, the Community Foundation & United Way offices and Early Childhood Development Center are still in the design phase. However, Surrisi said members are finalizing those designs now and are hoping to begin construction this fall.
