The first day of candidate filing ended with a few contested races in Marshall County. The county recorder’s race already has two candidates: Republicans Janet Howard and Anna “Buffy” Breeding. Meanwhile, current recorder Marlene Mahler is running against Bruce Snyder for Union Township trustee.
Marshall County Council Approves Additional Appropriation for Job Description Work
The Marshall County Council members took action Monday morning to approve an additional appropriation request.
A $50,000 additional appropriation was approved for the services of Waggoner, Irwin and Scheele to cover the hourly wages of work done to update the county employee job descriptions and wages.
Marshall County Council Approves Amended Salary Ordinance
The Marshall County Council discussed a change in the probation item in the 2017 salary ordinance.
Auditor Julie Fox explained that the chief probation officer retired thus adjusting the rate of pay.
Marshall County Council Approves Additional Appropriation for Fire System
The Marshall County Council members approved a request for an additional appropriation for a fire suppression system at the Marshall County Museum.
Commissioner Kurt Garner explained that the commissioners approved a quote in September from the NoBi Corporation out of Elkhart in the amount of $5,935. Since the commissioners felt it was an immediate need, they agreed to allow the expenditure to be taken out of the building and grounds maintenance fund. Garner and Museum Archive Manager Karin Rettinger were before the council to ask for an additional appropriation to reimburse the county and for a building project.
Marshall County Council Begins Looking at Budget Figures
The Marshall County Council members received copies of their budget for 2018 with more in-depth discussions set for later in August.
Auditor Julie Fox incorporated a three-percent increase in her figures as the council approved that amount in June. She asked the council to review it and put in numbers that coincide with council expenditures.
Dormant Funds Return to County General Fund
The Marshall County Council approved action to return money to the county’s General Fund.
Auditor Julie Fox presented an ordinance to the council members Monday morning after a fund was deemed dormant. According to Fox, no transactions have taken place within the Homestead Credit Rebate fund since May of 2008.

Sheriff’s Department to Find New Fund for Proposed Training Facility
The funding for the construction of a proposed firearms training facility in Marshall County may have hit a snag.
Marshall County Sheriff’s Deputy Ryan Hollopeter along with fellow deputy and president of the Fraternal Order of Police (FOP) Lodge #130 Travis O’Neal presented plans to the commissioners in April for a firing range and classroom facility on the FOP’s property on Hawthorne Road and State Road 10. The plan was to pay for the facility out of the firearms training line item in the sheriff’s department budget. However, Marshall County Commissioner Kevin Overmyer said during a meeting this week that the funding may need to come from another line item. Overmyer mentioned that Auditor Julie Fox contacted the State Board of Accounts. It was determined that the firearms training fund is limited to training and firearms training or training for other law enforcement duties. She found that the particular fund was not appropriate for this construction project. Fox told MAX 98.3 FM News yesterday that this issue has not been resolved. Phone calls to Sheriff Tom Chamberlin were not returned.
