Culver Town Council Accepts Bid for Work on West Terrace/Fleet Parkway

The Culver Town Council members took action last week to approve a bid for work on the West Terrace/Fleet Parkway project.

Former Town Manager Ginny Bess Munroe previously explained there is a water pressure issue in that area.  In this project, the town plans to run a new water line through the old railroad corridor through an easement Culver Academies agreed to give to the town.  Munroe noted that the low water pressure experienced would be remedied in that entire neighborhood.

The town wanted to do this project before the third phase of the Lake Max Trail gets underway.

The project will be funded by the town’s American Rescue Plan Act Funds.

Testing in that area resulted in the fact that a 10 inch line can be installed.

Three bids were previously opened for this project. Munroe stated last week that the bid was reviewed by Midwestern Engineering and they recommended the approval of the bid from Thomas Excavating and Welding, Inc. in the amount of $198,127. 

One of the bidders, Guardian Private, who submitted a lower bid, was “deemed non-responsive and non-responsible for the project.”  

With that, the council unanimously voted to reject the bid from Guardian Private, and then unanimously voted in a separate motion to approve the bid from Thomas Excavating and Welding, Inc. for the project.  Town Attorney Jim Clevenger clarified that the bid from Thomas Excavating was lowest responsive and responsible bidder.
