Marshall County Commissioners Consider Ordinance to Create County Park Board

The Marshall County Commissioners reviewed an ordinance Monday morning that would establish a Marshall County Park and Recreation Department, and a board to oversee operations.

The proposal first came before the commissioners last month when Curtis Palmer and Deb VanDeMark requested the formation of the board with the idea to designate areas in the county that could be considered as county parks.  VanDeMark highlighted the Memorial Forest as an area that could benefit from grant money under the direction of a county park board.  Palmer added that he’s interested in walking and biking trails and a connection to the Plymouth kayak launch.

The commissioners would appoint two members, the county council would appoint two members and the Judge of the Circuit Court would appoint the fifth member.  The board would maintain political balance. 

Funding could come through grant funds or public donations. 

Commissioner Michael Burroughs questioned County Attorney Jim Clevenger about the process of acquiring properties.  Clevenger said statute allows the park board to acquire real estate, if so desired.  He said there are several different ways the board members can obtain funding for such a purchase including grant funds or a donation of property, without otherwise having a budget. 

The commissioners unanimously approved the first reading of the ordinance.  Additional readings will be considered in future meetings.
