The Marshall County Council discussed the Marshall County Community Corrections salary ordinance.
Director Ward Byers explained that the state operates on a fiscal budget year which runs from July 1 to June 30. The Community Corrections budget also operates on that fiscal cycle as they are funded with grant money by the state. Byers explains the process in which the community corrections budget works.
“The State of Indiana provides us with x-amount of dollars per employee for services and that type of thing,” explained Byers. “What we have done is basically shifted all of the grant to support staff, salaries and benefits. As our contract says with the State of Indiana, as it has said since 2015, that if there is any shortfalls in the grant of any kind, then those shortfalls are made up out of project income.”
He said they haven’t had to dip into the project income fund to cover any of those expenses in the past. He added that the grant is sufficiently funded to support the pay raise that went to other county employees as approved by the council for the 2018 budget on Jan. 1. If there is any need to utilize the project income to cover any expenses, Byers noted there is ample funding in that account to cover any shortfalls.
The council members approved the salary ordinance retroactive to July 1 when the fiscal year begins. The vote was 6-1.
