Two Marshall County Community Crossings Bids Approved
Bids were opened Monday morning for the three projects awarded Community Crossings grant funds for Marshall County.
After the bids were opened, the Marshall County Commissioners, Highway Administrator Laurie Baker and Highway Supervisor Jason Peters learned that the $518,322.87 grant along with the $129,580.72 match for the grant will only cover two projects. The grant plus the match will total $647,903.59 and the lowest bids for the two projects that would be the biggest priority will total $642,626.25.

The Marshall County Highway Department is looking to complete more paving projects before the paving season ends soon.

Three Marshall County Road Projects Planned with Community Crossings Grant Funds
Officials from the Indiana Department of Transportation made the announcement last week of funds awarded through the state’s Community Crossings grant. Over 430 applications were received this year in the La Porte District which holds Marshall County in its jurisdiction.
Road Millings Saving County Considerable Money
Marshall County Highway Supervisor Jason Peters told the commissioners Tuesday morning that the highway department’s use of millings has saved the county a considerable amount of money.
Marshall County Highway Crews Continue Pavement Work
The Marshall County Highway Department will be closing South Michigan Street for a few hours this week in order to do more road work.
Highway Supervisor Jason Peters said crews will apply a fog sealant on South Michigan Street on Wednesday, Aug. 30 or Thursday, Aug. 31. The road will be closed during this process. They plan on beginning that work around 9 a.m. and dry time is about two to two-and-a-half hours depending on the temperature.
Marshall Co. Commissioners Support Highway Dept. Request for Funds
The Marshall County Highway Department will be asking the county council for some additional funds and money transfers in order to pave more county roads this season.
Highway Supervisor Jason Peters told the county commissioners that he’ll be requesting $550,000 to $600,000 in an additional appropriation before the county council on Monday, Sept. 11. Continue reading
Marshall County Road Projects One Day Behind Schedule
The Marshall County Highway Department is in the middle of chip and seal operations on several roads in Marshall County and crews are currently running one day behind in their schedule.
Highway Supervisor Jason Peters said chip and seal work will be done on Pioneer Drive from the city limits to State Road 17 today. That road will be closed in order for this process to be complete. Overmyer Drive will also be closed from State Road 17 to the city limits. That project is expected to carry over to Friday. Overmyer Drive will remain closed until chip and seal work is done. Marshall County Commissioners Approve Road List for Community Crossings Grant
The Marshall County Commissioners approved the list of roads to be considered as part of the Community Crossings Grant in 2018. The list will also be given to the county council and MACOG for consideration.
The grant request will include Beech Road from U.S. 6 to 3B Road, 17th Road/Dewey Street between Linden and South Michigan Street, 9th Road from Pioneer Drive to the county line west, Dogwood Road from the county line to State Road 331, old U.S. 31 in LaPaz to Tyler Road, and 13th Road from State Road 17 to Olive Trail.
Marshall County Council Supports Match for Community Crossings Grant
The Marshall County Council members gave their support to match funds toward a $1 million Community Crossings grant for work on the county’s roads and bridges. Even though the county is eligible for a 75/25 grant match split this year it was suggested to officials that the application include project plans in the $1.3 to $1.4 million range in order to capture that full $1 million match.
Marshall County Highway Department Saving Money with Millings
The staff at the Marshall County Highway Department is doing their best to make dollars stretch when it comes to road work.
Highway Supervisor Jason Peters, Highway Administrator Laurie Baker and the entire department worked hard to get the proper paperwork submitted for testing at the facility in order to be able to house millings from other road projects. Peters said the millings from the State Road 17 resurfacing project, U.S. 31 work and the Plymouth Community School Corporation parking lot paving project will be recycled and used for road paving within the county.

Marshall County Commissioners Vote to Amend Road Plan
The condition of roads in Marshall County has been a topic of discussion since the spring season began, especially with the plan to reclaim roads.
The main concern of Commissioners Kurt Garner and Mike Delp is the turn around in putting the roads back to an asphalt state. They would like to see the reclaimed roads as part of this year’s plan to be resurfaced this year without waiting a year. Commissioner Kevin Overmyer wants the highway department to remain on the current schedule. Overmyer stated that a representative from engineering firm DLZ rode along with Highway Supervisor Jason Peters and witnessed their process of reclaiming roads. According to Overmyer, the representative was complimentary of the highway department on their restoration process.
Road Work Creating Resident Complaints
The Marshall County Highway Department began work on roads this week and the action has already caused a stir on social media.
Many residents are complaining about the quality of the product being installed and the fact that some roads are going back to a gravel state.
Highway Department Presents Asset Management Plan to Commissioners
Marshall County Highway Supervisor Jason Peters presented the department’s asset management plan to the commissioners Monday morning.
The list he gave the governing body are the roads that need to be reclaimed. He explained that the roads will be ground up with the hopes of surfacing the roads in the next two to five years. Resurfacing will depend on funding, according to Peters.
More Funding Cuts to Highway Department Budget
The Marshall County Highway Department will need to find ways to cut additional funds from its operating budget this year.
The county council received word that the Department of Local Government Finance made the decision to reduce $23,406 from the highway department’s budget. The initial decision on how to make those cuts fell on the county council, but Councilwoman Penny Lukenbill urged the governing body to allow Highway Administrator Laurie Baker and Highway Supervisor Jason Peters to make those funding reductions as they see fit. The council will review those cuts at their May meeting after they are advertised.
Marshall County Highway Department to Look into Dump Sites
Marshall County Highway Supervisor Jason Peters told the commissioners last week that he is researching sites to dispose of materials to be reused for road projects.
“The county is going to have to have a dump site which will have to be state approved,” explained Peters. “We’ll have to have an archeological study done and wetland lineation sites approved where we have that documentation for federal aid projects. They can dump millings or road gravel on those sites. That’s something that’s surfaced this year and we’ll have to have that done.”

Marshall County Council Supports Reestablishing Cumulative Capital Development Fund Maximum Point
The Marshall County Council voted unanimously to support the commissioners in their quest to reestablish the Cumulative Capital Development Fund to the maximum point.
Commissioner Kurt Garner said the fund will mostly assist the highway department in annual equipment costs.
“We should be somewhere around $320,000 of the estimated $412,000 that we would have in addition,” explained Garner. “We’ll be using about three-quarters of that amount that’s coming in by shifting this equipment cost over to that.”
