The Culver Town Council members will be looking into the salary ordinance for 2019 concerning salaries for council members.
Culver Town Council Considers Donation to Marshall County Council on Aging
The Marshall County Council on Aging is stepping up efforts to gather funds for transportation services for the county’s veterans, disabled, and older population.
Jackie Wright from the Marshall County Council on Aging explained to the Culver Town Council members Tuesday night that the organization wants to meet the growing needs of the public and more funding can help expand routes and possibly add another route to service community members. She said that they had over 600 denials last year as not all requests could be handled due to availability.
Culver Town Council Approves Grant Fund Appropriations
The Culver Town Council members discussed grant funds that were appropriated during the year at their meeting this week.
Clerk-Treasurer Karen Heim commented that the town was fortunate to receive several grants in 2017 that weren’t recognized in the budget. She recommended that the list be available to inform the public of all funds awarded and spent, and on the record for the Department of Local Government Finance.
Culver Town Council Approves Year-End Fund Transfers, Encumbrances
The Culver Town Council members took action Tuesday night to make sure budget funds will be balanced at the end of the year.
A resolution to transfer funds within departments and department funds was unanimously approved.
An ordinance to encumber funds for 2017 was also considered. A lot of the money to be encumbered is for paving.
Culver Town Council Approves Second Reading on Traffic Ordinance
The Culver Town Council members approved the second reading of the proposed traffic ordinance when they met Tuesday night.
The traffic ordinance designates a congested motor vehicle traffic and pedestrian area on Lakeshore Drive and signage will be placed between 508 Lakeshore east to 824 Lakeshore Drive. The ordinance also creates a no parking zone for 50 feet from the intersection on both sides of the street on Batabano and South Plymouth Street.
Culver Town Council Approves Readings on Several Ordinances
The Culver Town Council members took action this week to discuss several ordinances that were up for consideration.
An ordinance allowing additional appropriation requests to be carried out was adopted. It authorizes the expenditure of $17,500 toward the Stellar efforts. Clerk-Treasurer Karen Heim previously explained that they couldn’t foresee expenses related to the efforts because it was unknown if the town would achieve the designation. These additional funds that are available in the budget are needed to fulfill needs.
Culver Town Council Discusses Additional Appropriations
The Culver Town Council members held a public hearing this week to hear comments on a proposed additional appropriation ordinance.
Clerk-Treasurer Karen Heim said it was hard to guess what money would be spent toward efforts going for the Stellar Communities Designation Program in 2017 when the budget process was conducted in late fall of 2016.
Culver Town Council Supports Petition Against Proposed J-Turns
The Culver Town Council members are in support of a petition against INDOT’s proposed J-turn intersection at U.S. 31 and State Road 10 and Dewey Street and another at U.S. 31 and State Road 110.
The J-turn intersection would not allow a vehicle to turn left at a crossroad. Instead, the driver has to travel quite a distance in order to turn left, or the opposite direction to go back past the crossroad to turn left again to the desired location. INDOT feels that the construction would create a safer way for traffic to maneuver.
Culver Town Council Passes Ordinance for Additional Appropriation
The Culver Town Council approved the second and third readings on an ordinance this week authorizing an additional appropriation of funds for a new ambulance.
During the council’s last meeting, Clerk-Treasurer Karen Heim explained that the money wasn’t earmarked in the budget for the replacement of an older truck. The appropriation is in the amount of $63,932.50 which is the town’s portion of the purchase. The other half is coming from Union Township for the same amount.
Culver Town Council Holds Public Hearing on Additional Appropriation
The Culver Town Council held a public hearing Tuesday night to hear comments on the appropriation of funds for a new ambulance.
Clerk-Treasurer Karen Heim explained that the new ambulance is arriving soon but the money wasn’t earmarked in the budget for the replacement of an older truck. Heim said the older ambulance was overdue for replacement. It will be sold with the proceeds to be split between the town and Union Township.
Culver Town Council Discusses Sidewalk Reimbursement Request
The Culver Town Council discussed an issue concerning a participant with last year’s sidewalk replacement program.
Clerk-Treasurer Karen Heim explained to the council members that a resident applied for the sidewalk program last year. As the season wore on, the applicant found that the project could not be completed in 2016 and asked if the same request could be considered in the 2017 application process. Utility Superintendent Bob Porter confirmed that all of the specifications were complete for the cement to be poured, but another construction project at that location delayed the sidewalk installation.
