Plymouth City Council Updated on Comprehensive Plan

The Plymouth City Council members were updated on the Comprehensive Plan when they met last week.

City Attorney Jeff Houin said the Comprehensive Plan Advisory Committee has met recently. They are close to finalizing a formal resolution to present to the council which will create the full structure of that committee; which will consist of a large committee with several subcommittees that will focus on specific areas to move the plan forward.

Long standing committees will include marketing and membership; other subcommittees will come and go as different strategies are addressed.

The first three priorities to address are updates to the Zoning Ordinance, developing the collaboration between the Plymouth High School’s Building Trades Programs and the City of Plymouth Building Commissioner to create projects for rehabilitation throughout the city, and the review and recommendation of updates to the Commercial Revitalization Rebate Program Grant. Subcommittees for those priorities have already been formed and will prepare recommendations for the Council when finalized.

According to Houin, the Michiana Area Council of Governments (MACOG), though initially skeptical, is impressed with the continuation of the work through an Advisory Committee and has continued to support the team by participating in meetings and providing services moving forward.

Within the resolution, they will be requesting an appointment of a council member to the Advisory Committee; Don Ecker has been involved in the process with both the former Steering Committee and the present Advisory Committee and would like to be considered as the Council appointee.

According to Houin, four standing members of the Advisory Committee will include the City Attorney, the City Plan Consultant, an appointee of the City Council, and an appointee of the Plan Committee. Beyond that any council member who is interested in membership and wants to be part of the email distribution to be made aware of progress and meetings should let Houin know.

Houin expects increased activity from the marketing subcommittee very soon.
