Bremen to Seek State Revolving Fund Loan for Upcoming Wastewater, Interceptor Project

The Town of Bremen is currently seeking bids for an upcoming wastewater and interceptor sewer project.

A brand new wastewater plant will be constructed. The new plant will include a new maintenance building, control, chemical feed and blower building, and a sludge storage structure. The project also includes a new effluent outlet to the Yellow River, and the reconstruction of the town’s interceptor sewer through the wetland area and the manufactured home park.

The town was going to fund the project through the USDA, but there are some barriers that prompted officials to switch funding to the State Revolving Fund Loan program. The Build America, Buy America Act was one as there are many electrical and pump components that are not manufactured in the United States and vital to this project.

The town now plans to apply for SRF funds to pay for the project.

The terms of repayment of the SRF loan will affect sewer rates after the project is complete and depending on how the bids come in when the council opens sealed bids during the April 8 meeting. Based on Baker Tilly’s revised information, residential sewer bills may reach over $66 a month.

The town hopes to close on SRF funding in June with a notice to proceed in July. The construction of the new wastewater facility will follow and will take approximately two calendar years and the interceptor sewer project will take one calendar year to complete.
