Plymouth Officials Discuss Community Crossing Matching Grant Bid, Funding

The Plymouth Board of Public Works and Safety members approved a contract with E&B Paving for two Community Crossings Matching Grant paving projects.

E&B Paving in Rochester bid $718,774.67 for Gibson Street and $602,420.33 for Laporte Street for a total of $1,321,195.  It was approved as the lowest and most responsible bid presented out of three opened in a previous meeting.

The City of Plymouth was awarded $632,030.50 in Community Crossings Matching Grant funds from the Indiana Department of Transportation for these projects. 

Street Superintendent Jim Marquardt presented the information to the Plymouth City Council members Monday night who were tasked with finding funding for the city’s match of $689,164.50. 

He noted that he met with Clerk-Treasurer Lynn Gorski and City Attorney Sean Surrisi and addressed several funds that the money could come from.  Marquardt noted that $100,000 is typically used for road preservation with crack sealing and rejuvenation, but that could be adjusted depending on if that funding is needed. 

There was $807,000 that was published in the Local Bridge Matching Grant Fund, but it was found that the line item was not funded in the final process.

The funding could come from reserve funds in the General Fund or from the Rainy Day Fund. 

After a discussion, the council agreed to take the city’s match out of the Rainy Day Fund and unanimously approved a motion to that effect.
