Bourbon Town Council Hires Police Officer, Updates Policies, Receives Police Report

The Bourbon Town Council approved Bourbon Police Chief William Martin’s request to hire new Officer Timothy Hubbard during the January Council meeting.

Chief Martin provided updated state-wide policies on Pursuits and Use of Force from the Indiana Law Enforcement Academy (ILEA) to Town of Bourbon Attorney Alex Hoover and requested that the Council adopt those policies for the BPD.

Chief Martin explained that the updated Pursuit Policy simply puts in writing everything the BPD has already been doing. The Use of Force update classified choke holds as “deadly force”. The council unanimously approved the adoption of the updated ILEA policies.

Chief Martin also provided the Council with the December 2022 monthly activity report.

Chief Martin reported 687 Daily Log Entries. The BPD Activity Report for December 2022 included 7 accidents reported, 0 uniform traffic tickets, 1 ordinance tickets, 28 school patrols, 0 written warnings, 30 verbal warnings, 0 vehicle identification checks, 49 traffic details including radar checks, 4 motorist assists, 9 attempts to locate and 14 foot patrols.

The BPD Criminal Activity Report for December 2022 included 0 felony arrests, 3 misdemeanor arrests, 7 case reports assigned, and 3 alarms.

The BPD Administrative and General Report included 67 office details, 0 firearms applications, 0 record checks / processing, 10 general complaints, 23 requests for service, 127 security checks, 47 public contacts, 25 assists to other agencies, 12 animal complaints, 2 notices served, 4 doors or windows found open, 4 family disturbance complaints, 9 suspicious persons or vehicles, and 15 calls to 9-1-1.

Chief Martin also submitted his annual report for 2022 which included an update that for the year, the BPD reserves worked approximately 69 8-hour shifts. Part-Time Officers are paid $20 an hour. The Town of Bourbon saved $11,040. This number did not include additional shifts from a Reserve Officer that resigned during the year, or training hours, security details, parade details and traffic details.
