The Marshall County Commissioners got an update this week on the Stellar-funded Owner-Occupied Rehabilitation project.
Priority Project Resources Grant Writer Shannon McLeod told the commissioners that the project is funded by the Indiana Housing and Community Development Authority in the amount of $500,000 with no local match.
Fifteen homes have been selected to receive updates. There are seven in Plymouth, one in Argos, one in LaPaz, one in Bourbon, two in Bremen, and others scattered in the unincorporated areas of the county. The homes have occupants with disabilities, veterans, elderly, single female occupied with young children, and a family with young children.
There were 16 homes on the list, but one homeowner sold the home so officials will be combing through the numerous original applications to find a replacement.
The environmental review process is complete and now the projects are ready to go out to bid.
McLeod explained what type of projects bidders will be able to review once those documents are made available.
“We’re doing a lot of roofs, exterior work, and we are going to be replacing some furnaces,” said McLeod. “There will be some windows that will be replaced. We’ve got a couple homes that have got some electrical and plumbing code violations just because of the age of the home. We’re doing a lot of ADA access. One home is, just, the tub is about to fall through the floor. It’s not an ADA, but it’s just a code violation.”
Of the $500,000 grant funds, $100,000 of that will be used for administration fees and up to $25,000 to be spent on each of the 16 homes selected.
Bids will be opened in December with work for the first round of interior work to begin in March. The second round will focus on the other eight homes that focus on exterior work. The second round is anticipated to begin in June.
