Arrest Made in Delphi Murder Investigation

Richard Allen

An arrest was made last week in the investigation into the murders of  13-year-old Abigail Williams and 14-year-old Liberty German of Delphi.  The girls were murdered February 13, 2017 while visiting the Monon High Bridge in Delphi.

Detectives with the Delphi Double Homicide Task Force placed 50-year-old Richard Allen into custody at the Indiana State Police Lafayette Post Wednesday, October 26.  Police say he was formally charged with two counts of murder on Friday, October 28 and is being held in the White County Jail without bond.

Carroll County Prosecutor Nicholas McLeland stated in a press conference Monday morning that the Carroll County Judge did find probable cause in the case, but any court documents will remain sealed as determined by the court.  Evidence in the probable cause and charging information will be released at an appropriate time as the investigation continues, according to McLeland.

The prosecutor said Allen did have an initial hearing where he entered a preliminary plea of not guilty.  The case has been set for pre-trial on January 13 at 9 a.m. ET with a trial date of March 20 at 9 a.m. ET.

Indiana State Police Superintendent Doug Carter stated Monday morning that the investigation is not over and the tip lines remain open to take any information that may be pertinent to the case.

Many federal, state and local agencies continue to work together to move forward in this case.

Suspects are presumed innocent unless and until proven guilty in a court of law.
