The Marshall County Commissioners took time to review a resolution this week that would give guidance concerning electronic meetings.
It states that the commissioners and council members, along with any committee appointed by the commissioners may participate in an electronic, or virtual, meeting. The member may vote as long as he or she can be heard and seen in the virtual meeting. The vote must be taken by roll call.
At least half of the members must be physically present during the meeting. Members may not attend more than half of the meetings of the year electronically unless there are extenuating circumstances.
The commissioners or council members may not participate electronically to take final action to adopt a budget, make a reduction in personnel, initiate a referendum, impose or increase a fee or penalty, exercise power or eminent domain, or establish, impose, raise or renew a tax.
If the governor declares an emergency, then the commissioners and council members may all attend electronically if a quorum exists, minutes are produced, and all votes are taken by roll call.
The provisions in the resolution follow Indiana code on the matter.
The commissioners approved the resolution with a unanimous vote.
