The completion of a Culver workforce housing development was celebrated by state and local officials Saturday. Lieutenant Governor Suzanne Crouch and developer Kevin Berger cut the ribbon on The Paddocks. The 48-unit income-based housing development was part of Culver’s Stellar Community plans.
Berger said it’s already making a big difference for the community. “We’re at the point right now, we have 32 units leased,” he said. “Twenty-five of those are new families to Culver, and of those 25 new families, there are 22 new kids. One of them arrived, actually, here. If you saw it in the paper, they were born in the apartment. So that’s bringing them in quick and, sometimes, the old-fashioned way.”
Berger noted that the process began almost 10 years ago when the town identified the need for housing during its comprehensive planning process. Along the way, the project has also gotten support from the town, more than $900,000 in tax credits from the Indiana Housing and Community Development Authority, and investment from Anthem insurance through the state’s Rental Housing Tax Credit program.
The lieutenant governor said The Paddocks is proof that a community can come together to provide housing and spur growth. “And so this project is really because of you,” Crouch said. “Government can light a path, but it is you, the hardworking men and women here in Culver, that have taken the risks and made the sacrifices that make this a reality.”
Other government officials in attendance included Indiana Housing and Community Development Authority Executive Director Jacob Sipe, Indiana Office of Community and Rural Affairs Northwest Community Liaison Gerry White, Marshall County Commissioner Kevin Overmyer, and multiple Culver Town Council members.
