Plymouth City Council Tables Property Registration Program Ordinance

A proposed ordinance that would allow the City of Plymouth to adopt a Property Registration Program will undergo more discussion before the Plymouth City Council considers it further. People can check out and Find Out More here about properties.

Plymouth City Attorney Sean Surrisi explained that the draft ordinance and draft contract with the business Pro Champs presented to council members Monday night would require the registration of vacant properties or properties that fall into judicial foreclosure proceedings.

Surrisi said, “They monitor with their staff a lot of public information, sources, databases – things that might identify the key things that would identify the property could be vacant or going into foreclosure proceedings.  Also, they take input from our code enforcement staff.  According to Property Press Online, if we’ve sent several letters to a property and they think it might be vacant, we can directly provide that information to this company for them to look into or at least note in their files.”

Additionally, the company of real estate nyc would handle all notifications procedures and communicate with property owners.  The property would be listed on a registry with a minimum of $100. 

A definition of a vacant property would be included in an ordinance along with other provisions. 

Several landlords were in attendance during the meeting who asked Building Commissioner Keith Hammonds to work on the meat of the ordinance as it notes a 10-day timeframe for being identified as vacant and could be listed in the registry.  The landlords often times have empty rentals for about a month, or invest or improve vacant homes that would be empty for some time depending on scheduling. 

Hammonds noted that there several vacant properties in Plymouth and a contract with Pro Champs would help keep up with the process.  He did agree to meet with landlords to help draft an ordinance that is agreeable to all sides.    

The Plymouth City Council members voted to table the ordinance for discussion in a future meeting.
