The Culver Town Council members agreed Tuesday night to send an offer of employment to a candidate to assume the position of town manager for the Town of Culver.
Mitch Ripley from HR Unlimited Resources from Indianapolis assisted the council members in their search for a new town manager. He explained that there were 35 applications from candidates from all over the United States and the number was narrowed to five, but he noted that one application stood out among the bunch.
“We had a situation that in my 40 years of doing this is the first time for me that we had a member of this council actually submit an application,” stated Ripley. “I asked for a special meeting to discuss that particular application before we proceeded to invite individuals from all over the United States in to interview. After a lengthy discussion, the council came to the decision that we wanted to interview that candidate.”

Culver Town Council Vice President Bill Githens read aloud from the offer letter stating that the starting pay will be $86,999.90 annually, with three weeks of vacation, and personal days, sick days and bereavement time allowed as it is listed in the Town of Culver Employee Manual. The town manager may also participate in the Indiana Public Retirement System in accordance with the town’s Personnel Policy Manual. Munroe was not in attendance at Tuesday’s meeting.
Munroe had until March 25 to accept or reject the offer and she has since accepted the offer. Her first day will be May 3.
A caucus to find a Munroe’s replacement will be scheduled as soon as she submits a resignation from the Culver Town Council to Republican Party Chairman David Holmes.
