Plymouth City Attorney Sean Surrisi presented the Plymouth Redevelopment Commission members with a proposed contract with The Troyer Group for the second phase of the River Park Square project.
The second phase will include a pavilion closer to Garro Street, a natural playground, a sensory garden, Veterans Plaza, and concrete walkways.
Surrisi reminded the members that the second phase of River Park Square is a project in the Regional Development Plan as a Marshall County Crossroads Regional Stellar Communities Initiative project. The money to fund the project will come out of TIF #2 that is overseen by the Plymouth Redevelopment Commission with coordination with the Plymouth Park Board.
The contract will involve permitting, design development, final design, construction documents, bidding, and construction administration.
The total fee is $45,900 which will count toward the city’s 20 percent match toward the project of $140,000. Eighty percent of the funding will come from the Office of Community and Rural Affairs. The project has already been awarded, but the grant application has to be submitted to OCRA which will be done with work by Shannon McLeod from Priority Project Resources.
There were questions about the Redevelopment Commission’s funding obligation and discussions on the possibility of the project going over budget and who would be responsible for that funding. They will be watching the budget very closely to ensure the project is within the budget and want to coordinate more with the Park Board and the consultants as the second phase moves forward.
