Town of Bourbon Moves forward with Wastewater Improvement Project

The Bourbon Town Council looked at documents this week related to an upcoming wastewater improvement project.

Priority Project Resources Grant Writer Shannon McLeod went over the paperwork with the town council.  She will be writing the grant for the town as it is a project within the Marshall County Crossroads Regional Stellar Communities Initiative. 

She said the scope of the project includes a major modification to the east and south lift stations and as much sanitary sewer improvements as funding allows. 

The estimated cost of the project is $1,083,000 and the town’s match is $243,000 to come from utility line items. 

McLeod noted that since the town was able to come up with the match without taking out a loan, the project should not result in an increase in rates. 

The project’s grant funding has been earmarked due to the county’s Stellar status, but the town has to go through the grant process as it would for any other grant funded project. 

She said she will begin with the paperwork with public hearings tentatively scheduled for October and November.  The grant application would be submitted in late November with a grant award in December.  It is the hope of the town that the project would be bid in January with construction to start in March 2021.  Construction could continue into 2022, but it all depends on how everything falls into place. 

In the meantime, an environmental report will done and McLeod will be reviewing contracts with Wessler Engineering who will be doing the engineering design as there could be some modifications regarding grant administration and inspector costs.
