Phase Two of Veteran’s Parkway Project Discussed with Plymouth Redevelopment Commission

Plymouth City Attorney Sean Surrisi told the Plymouth Redevelopment Commission members Tuesday night that initial discussions are being held concerning the second phase of the Veterans Parkway project.

Surrisi said the Redevelopment Commission members may be asked soon to help fund the extension of Veterans Parkway from North Michigan Road to Oak Drive north of the movie theater, and then west to Pioneer Drive which could lead to more development in TIF Districts in that area. 

He said the city would work cooperatively with Marshall County in the project.

“We would be seeking INDOT funding and it would be an 80/20 split project. Hopefully, the county would be the lead agency on this.  They’re hoping to apply for the grant application cycle with the application due in November,” said Surrisi. 

If awarded, the match would be about $900,000 which the city should plan to budget in order to pay that in 2024 or 2025.    

All of the environmental reports were done in the first phase of the project from U.S. 31 to North Michigan Road, but a small amount of money would need to be spent to update those documents. 

Surrisi said the project is a few years down the road but planning for funding should begin now as the Plymouth City Council continues to dissect a five-year Capital Assets analysis from Baker Tilly. 

When construction begins, it may take two years to complete the project.
