Marshall County Council Considers Additional Appropriation Requests

The Marshall County Council members had several additional appropriation requests to consider during their Monday morning meeting.

The sheriff requested permission to spend $144,346 to purchase a new recorder for the 911 system.  A grant in the amount of $86,607.60 will be used to reimburse a portion of the cost.  That request was approved with a unanimous vote. 

Surveyor Craig Cultice asked for $1,308 for a part-time field assistant.  During the council’s meeting in December, Cultice asked to adjust hours and pay for the part-time field assistant.  Based on the new study developed by Waggoner, Irwin and Scheele, the pay increased to $13.60 an hour, but the line item in the budget stayed at the same amount which would leave 18 hours a week for that employee at that rate of pay.  Cultice asked the council to consider moving the position to 20 hours a week if the pay was going to stay at the $13.60 per hour rate.  The appropriation passed with a unanimous vote. 

Cultice also asked for $1,000 to be put back into the budget in the vehicle repair line item.  Plans changed concerning the purchase of vehicles and he needs the funding that was cut from this year’s budget.  The appropriation passed with a unanimous vote. 

In other additional appropriation requests, $500,000 was requested for the jail construction expansion study from the LIT Special Purpose fund.  The funding includes the schematic design of the lot and two financial studies that were complete.   The appropriation passed with a 5-2 vote.  Council members Mandy Campbell and Heath Thornton were opposed to the request.

Also, Health Department requested $20,000 for professional services for Jones, Petrie and Rafinski to complete the septic system study. Grant funds in the amount of $50,000 toward the Courthouse Clock Tower restoration project study were requested to be spent, in addition to $70,000 toward the purchase of vehicles out of the misdemeanant fund, and the rest of the funds to complete funding from last year’s Community Crossings projects including $279,179.70 for 9B Road, $334,214.80 for Dogwood Drive and $127,170.46 for 11th Road.   Those requests were approved with a unanimous vote.
