Design Phase Continues in Pioneer Drive Project in Plymouth

A project continues in the design phase to improve drainage and widen a portion of Pioneer Drive in Plymouth to three lanes to accommodate an increase in truck traffic in that area north of U.S. 30 to 7B Road. 

Lochmueller Group Project Manager Ryan Clark told the Plymouth Redevelopment Commission members Tuesday night that a preliminary design plan is in the works to come up with a detailed cost estimate needed to apply for funding through INDOT’s Community Crossings Matching Grant process.

He said the plan is being refined to make sure all aspects are covered to pinpoint what funding would be needed.

Undercuts and sub-grade materials may be modified in this project to accommodate the weight of semi trucks. 

When looking at drainage, there is a ditch to the east of Pioneer Drive that runs into the INDOT maintained-parcel on Jack Greenlee Drive into a basin on the east end of their property then outlets into an existing ditch line.  Clark said any proposed improvements would be through that property. 

Clark added that preliminary plans are anticipated to be submitted in the next grant round of Community Crossings funds.  A one-month window to submit grant applications begins Jan. 6.  The city can apply for $1 million a year for projects.  Clark hopes to take a closer look at the project to bring down the preliminary cost estimate of $1.4 million. 

The Plymouth Redevelopment Commission members need to approve a supplemental contract with Lochmueller Group to finalize the plans beyond the preliminary draft plan to complete the project.
