Marshall County Council Considers Funding Request for Garden Court Project

James Causey and Rod Ludwig of the Bradley Company appeared before the Marshall County Council members on Monday morning to request funding for the Garden Court housing project on West Jefferson Street and Ritter Street in Plymouth.

The project has all of its financing, but the pair requested some help from the county in an amount of $50,000 or less, whatever the council would provide.  Causey said the decision doesn’t need to be immediate but a donation would be accepted in the near future. 

Causey explained that they have received a $1.8 million grant through the Indiana Housing and Community Development Authority for the project, along with a grant from the Marshall County Community Foundation in the amount of $50,000, funding from the City of Plymouth in the amount of $300,000 and a $500,000 grant from the Federal Home Loan Bank of Indianapolis. 

Any funds the county would provide would help offset the city’s contribution. 

The project is expected to break ground in August, but the project hasn’t been let for bids at this time. 

The folks who will occupy the 18-apartment facility will be those who are seeking rehabilitation of some sort from addictions. The staff at the Bowen Center will screen potential candidates for housing.  Causey said they hope this will help break the cycle of crime when they seek help and have a concrete place to stay in order to take part in rehabilitation efforts.  Residents will pay 30 percent of their income as rent, or a minimum of $50 a month.  If the minimum can’t be made, grants are available through supportive housing to assist the residents in getting back on track. 

No motion was made for funding during Monday’s meeting.
