Plymouth City Council Considers Property as an Economic Revitalization, Target Area

The Plymouth City Council members heard a request from Developer Scott Sivan to create the property for the housing development River Gate South as an Economic Development Target Area and Economic Revitalization Area.

Marshall County Economic Development Corporation President and CEO Jerry Chavez said this is the first step in a process for the ultimate request for a real property tax abatement for the project.

City Attorney Sean Surrisi reminded the city council members that the Plymouth Economic Development Commission met in May or June of this year and adopted a resolution that recommended that the area be recognized as an Economic Target Area.

The city council unanimously approved the resolution that creates the area as an Economic Development Target Area and Economic Revitalization Area.

Developer Scott Sivan gave the council an update on the project.

“We’re now doing trenching for the underground drainage systems and the storm detention system,” explained Sivan. “We’re clearing the easements to lay underground electrical. We’ve done clearing of the trees on the east side of the site so you can see through to the park now. I think today (Monday) may have been the first time concrete was poured. So, we’re not on schedule – nobody’s ever on schedule, but we’re pretty close to being on schedule. We still plan to open somewhere in the late spring/early summer next year.”

Sivan said the footbridge is nearly complete so the installation should begin soon.

“The bridge is, as far as I know, finished in fabrication. I’m waiting for photographs to approve it. I think it’ll probably be shipped sometime in the next two or three weeks. They’re starting the abutments for the bridge to sit on. I think by mid-December the bridge will be in place. The one thing I want to see is the bridge lit up before I release it to make sure the lighting system works correctly.”

The River Gate South project is at the intersection of Michigan Street and Lake Avenue where three apartment buildings will be built. The east and west buildings will have 15 apartments consisting of one, two and three bedroom apartments. The center building will have nine condos with two and three bedroom units. Ground level parking will be available under each building as well as an outdoor lot.
