Plymouth City Attorney Sean Surrisi and Planning Director Ralph Booker appeared before the Marshall County Commissioners Monday morning to discuss the intergovernmental agreement for planning services between the county and the city.
Marshall County Commissioners to Meet Today
The Marshall County Commissioners will have several discussion items before them when they meet this morning.
Argos Clerk-Treasurer Lisa Mullaney will discuss an intergovernmental agreement for planning services. Clerk Deb Vandemark, acting on behalf of the Marshall County Election Board, will present a contract with Microvote and Brian Kubicki will have an annual agreement with Gibson Insurance for approval. Treasurer Angie Birchmeier will have a tax billing contract proposal from Worrell Corp. and Planning Director Ralph Booker will present a right-of-way dedication for approval for Carl Stockberger.
Plymouth BOW Discusses Intergovernmental Agreement
The Plymouth Board of Public Works and Safety members discussed the intergovernmental agreement between the city and the county for planning services when they met Monday night.
According to Clerk-Treasurer Jeanine Xaver, the board members learned that the Marshall County Commissioners amended the agreement to pay Planning Director Ralph Booker for the first three months in 2018 and then conduct an evaluation of work in order to continue on with the contract for the next quarter. The board members agreed to the amendment.
Intergovernmental Agreement Pertaining to Planning Services to be Reviewed Monday
The intergovernmental agreement between Marshall County and the City of Plymouth for planning services with Planning Director Ralph Booker will be discussed by the Plymouth City Council members on Monday.
County Attorney Jim Clevenger told the Marshall County Commissioners on Tuesday morning that Plymouth City Attorney Sean Surrisi was off much of the last part of December and didn’t have a chance to review the paperwork prior to Tuesday’s commissioners meeting.
Marshall County Commissioners Approve Ordinances
The Marshall County Commissioners considered two ordinances on second and third reading when they met Monday morning.
Planning Director Ralph Booker presented an ordinance amendment approved and recommended by the Marshall County Planning Commission that changes the side yard fence height to “six feet in height and must be of uniform, color and style construction materials.” The ordinance amendment pertains to L-1, T-1, C-1, C-2, and industrial districts. Agricultural districts are excluded.
Marshall County Commissioners Makes Change to Intergovernmental Agreement
The Marshall County Commissioners considered the intergovernmental agreement between Planning Director Ralph Booker and the City of Plymouth when they met Monday morning.
For years, the county has had an intergovernmental agreement with the City of Plymouth. The Plymouth Board of Public Works and Safety recently agreed to a contract where the county would be paid a certain amount for six months in 2018 and Booker paid another amount for the same six months in 2018 for services rendered. Booker is anticipating retirement from his county position in June of 2018 and following that the entire amount would go to Booker as he tentatively plans to stay with the city as the plan director. The Plymouth Board of Public Works and Safety members approved that agreement.
Marshall County Council, Plymouth BOW Discuss Planning Director, Contracts
The issue of a part-time code enforcement officer was discussed during Monday morning’s Marshall County Council meeting.
Planning Commission President Stan Klotz noted that there are some issues concerning code enforcement in the county. He said Planning Director Ralph Booker is in an intergovernmental agreement with the City of Plymouth in addition to his full-time duties with the county. He believes that because of the split focus, code enforcement has been lacking in the county.
