A disaster declaration named Marshall County and several dozen others in order to receivefederal dollars to assist in the recovery effort.

Plymouth City Attorney Sean Surrisi will appear before the commissioners alongside Marshall County Plan Director Ralph Booker to discuss the intergovernmental agreement for planning services. Marshall County Council Discusses Roads in Special Meeting
The Marshall County Council members met in a special, emergency session Monday morning to grasp the numbers associated with repairing the county’s roads, bridges and culverts after the flood event.
Commissioners Ratify Agreement with HERC
The Marshall County Commissioners approved a contract with Heavy Equipment Response Coalition (HERC) for flood emergency clean-up services.
The county and the City of Plymouth entered into an agreement with the not-for-profit agency where volunteer disaster response services, supplies and materials will be provided. Josh Walker helped solicit the organization out of Michigan to help with efforts during the flood event. The volunteers with the organization were coming back from relief efforts from hurricane activity in the south and stopped in at Plymouth to offer help.
Marshall County Employees to Take Part in Active Shooter Training
Marshall County employees will participate in active shooter training on Friday, Dec. 1.
The county building and courthouse will be closed to the public beginning at 1 p.m. The training is expected to last until 3:30 p.m.
Marshall County Council to Meet Today
The Marshall County Council will meet this morning with a full agenda. The council members will discuss all of the line items in the 2018 budget in a hearing after their regular business meeting.
James Bend and James Pheibush will have a funding request for care of inmate patients while Sheriff Matt Hassel and Annette Osborn from WIC will request a waiver for a 90-day probationary pay. EMA Director Clyde Avery will present an additional request for a mitigation plan update with the EMA Performance Grant and the personnel committee members will discuss updates to several positions. Marshall County Council Discusses Health Educator Position
The Marshall County Council discussed adding full-time position for a health educator/emergency preparedness coordinator when they met this week.
Health Administrator Christine Stinson explained that the person in the department would assist in her department and with Emergency Management Agency Director Clyde Avery. She said a local health maintenance fund grant along with the emergency preparedness grant will help fund this position with the rest coming from the health department’s budget.
Be Prepared for Severe Weather
Residents in Indiana have experienced severe weather already this spring season including tornadoes. Marshall County Emergency Management Agency Director Clyde Avery says the best way to be prepared is to be weather aware.
Avery encourages everyone to take shelter if severe weather is forecast. If you see lightning, take cover immediately.

Marshall County Officials Upgrade to Watch Level Travel Advisory
The Marshall County Commissioners and EMA Director Clyde Avery have upgraded Marshall County to a “watch” level travel advisory.
Snow, sleet and freezing rain will affect the morning commute to work and school. Snow covered and icy road conditions will cause hazardous driving conditions. Temperatures will increase in the afternoon which will cause the precipitation to change to rain.
Funds Approved for EMA Equipment Purchase
The Marshall County Council approved an additional appropriation of $39,000 in order to spend the funds for equipment for the Emergency Management Agency.
EMA Director Clyde Avery was recently approved for a grant worth $39,000 to purchase transportable computer system equipment for the Emergency Operations Center and recording equipment. The items have to be purchased first and then the state will reimburse the county after an invoice is submitted.
The council members unanimously approved the appropriation.
Marshall County Commissioners Sign Grant, Get Update from Highway Department
The Marshall County Commissioners signed grant paperwork so EMA Director Clyde Avery can order equipment. The commissioners previously approved the 2014 Department of Homeland Security grant worth $20,000 to order newer 800 MHz radios to have on hand.
Highway Administrator Laurie Baker informed the commissioners that bridge inspections are ongoing. The department has gotten a bill for $78,967 for work already completed on the first phase. The inspections are about 60 percent complete. INDOT will reimburse the county for 80 percent of the cost.
Marshall County Officials Implement Advisory Travel Level
The Marshall County Commissioners and EMA Director Clyde Avery have implemented an advisory level travel restriction.
The advisory level is the lowest level when talking about travel restrictions. The advisory level means that routine travel or activities may be restricted in areas because of a hazardous situation and individuals should use caution or avoid those areas.
Avery explained that the primary concern that officials have are that the roads are snow covered, slick and hazardous. Visibility is reduced due to blowing snow.
