Brent Martin appeared before the Marshall County Commissioners during their last meeting on behalf of Shannon McLeod of Priority Projects to open the Owner Occupied Housing Project Bid for homes 5, 7, 8 and 9. This is a Regional Stellar Initiative grant funded by IHCDA. Brown & Brown General Contractors submitted base bids below the $25,000 per project per home; some of the alternates exceeded the $25,000. The Commissioners took those bids under advisement to hear recommendations in July.
Highway Superintendent Jason Peters informed the Commissioners that Veterans Parkway is complete; along with updates on other projects.
Tobacco Education Coordinator Annette Haining and Youth Coordinator Jalysa Gibson updated the Commissioners with the quarterly report highlighting an emphasis on youth education for prevention.
Representatives from the Foundation for Fair Contracting including Marcella Kunstek submitted information to the Commissioners regarding fair and responsible bidding practices; presenting an Indiana Responsible Bidder Ordinance (RBO) to consider for adoption in Marshall County.
The Commissioners approved Resolution 2024-3 Appointment of Plan Commission Member as a Substitute Board of Zoning Appeals Member; Michelle Mieras is the alternate.
The Commissioners also authorized Attorney Jim Clevenger to complete the opt-in documentation for Marshall County to receive Opioid Settlement Funds from the Kroger Pharmacy Settlement.
The Marshall County HOPE Memorandum of Understanding is still on hold pending required action regarding an Employer Identification Number (EIN) from Director Thomas Kinnaird.
Attorney Clevenger sent a draft of the Ordinance related to county contracts to the Commissioners for review; the ordinance cannot be adopted until after July 1, 2024 which is the effective date of the Indiana Code provisions that are the basis for the ordinance.
Attorney Clevenger informed the Commissioners that John Greer will appear at the annual meeting of the Marshall County Holding Corporation on July 15; Sheriff Matthew Hassel will be away for training. The Commissioners are invited to attend the meeting and it will be advertised.
Plan Director Ty Adley facilitated Public Hearing: 24-PC-09 Bachtel, Kenneth and Michelle to rezone their property from C-2 Highway Commercial back to A-1 Agriculture. There was no public comment for or against. The Commissioners approved the request on first, second and third reading.
The Commissioners appointed Christine Garner to the Unsafe Building Committee.
