The Council approved and ordinance to establish new grant fund 8113 – CDBG – Owner Occupied Rehab Project. The State Board of Accounts advises that grants be maintained in separate funds. The Indiana Housing and Community Development Authority approved the Marshall County Commissioners grant application for the Owner Occupied Housing Rehabilitation Project. The federal funding source is the U.S. Department of Housing and Urban Development. There is no local match required by the County.
The Council also approved an that would establish new employee benefit funds 4701 – Employee Benefits Rainy Day and 5201 – Medical Self Insurance. These two funds will accommodate the new self funded insurance opportunity established by the Marshall County Commissioners for 2024. Auditor Angie Birchmeier explained that tracking self funded insurance policies for the county differs from the process in tracking fully funded insurance policies.
Additionally, the Council adopted a transfer funds to a Rainy Day fund with an amendment. With the adoption, $500,000 will be transferred to Fund 4701 – Employee Benefits Rainy Day and $1,000,000 will be transferred to Fund 1186 – Rainy Day from the County General Fund 1000. This is the first year for self-funded insurance for Marshall County, these funds are being earmarked in the event that the costs of employee healthcare exceed expectations. Totals for out of pocket health care expenses in 2024 for the County are unknown at this time; the decision is proactive. The funds are flexible in the event they are not needed for these purposes.
