The Marshall County Commissioners will meet today to finalize a few items before the end of the year.
Auditor Angie Birchmeier will present final claims for 2023 and have minutes for the commissioners to approve from previous meetings. The commissioners will also discuss the building inspector.
The Marshall County Commissioners will meet at 8:30 a.m. ET today in the second floor meeting room (Room 203) in the Marshall County Building at 112 W. Jefferson Street in Plymouth.
During the last meeting of the commissioners, they discussed issues pertaining to the use of American Rescue Plan Act (ARPA) Funding for the Director of CASA (Court Appointed Special Advocate). President Stan Klotz noted that he has no problem with trying to come up with funding for the position but securing funding for one year will not provide a long term solution.
Vice President Michael Burroughs also addressed that ARPA Funds need to be spent within a certain time frame to comply with statute. He addressed the Council’s decision to use the General Fund to place $500,000 in the Marshall County Sewer District Poverty Relief Fund and use the $500,000 from ARPA for a different cause to comply with regulations. Burroughs suggested taking approximately $492,000 from ARPA Funds to pay off the Highway Department leases which would still leave some funds available for CASA. Klotz explained that the Council’s intention was to use the General Fund money for the relief fund so there is no time limit on the expenditures; then use the ARPA funds to pay off General Fund expenses in the same amount. Auditor Angie Birchmeier confirmed that the funds have to be under contact by 2024 and spent by 2026. No formal action was taken.
In other news, the Commissioners appointed Mark Gidley to the City of Plymouth Plan Commission to continue his service for another term.
The seized vehicle auction will be held on January 22, 2024 at the Marshall County Sheriff’s Department. There may be some county vehicles up for bid at the auction.
