Plymouth Common Council Holds Public Hearing on Water Utility Improvement Project

The Plymouth Common Council held a public hearing on the Water Utility Improvement Project Monday evening.

Shannon McLeod of Priority Project Resources was present to provide a public update regarding the proposed Waterworks Utility Project. McLeod appeared before the Council previously to discuss the opportunity to apply for an Office of Community and Rural Affairs (OCRA) Grant in the amount of $700,000 to help fund it. The Council agreed at that time to move forward with the application. The purpose of this public hearing was to fulfill a requirement of the grant application process; another public hearing will be held mid-December prior the submission of the full application.

The goals of the proposed project are to abandon the existing 4” water main along Jefferson Street and replace with a new 12” water main, install new 12” water main and new 6” water main to loop water system near Gilmore Street / Yellow River Crossing, install 470 linear feet of new water main to loop water system along Plum Street, and rehabilitate existing PIDCO Elevated Water Storage Tank to include sandblasting, repainting the interior and exterior and structural work.

The proposed project budget is as follows: Water Main Replacement – $870,685,  Elevated Storage Tank Rehabilitation – $1,081,000, Construction Contingency – $97,585, Engineering Design / Construction Management – $240,000, Engineering Inspection Services – $135,000, Grant Administration – $55,000, Environmental Review – $5,000, Labor Standards (Certified Payroll Monitoring) – $5,000, Miscellaneous Costs including but not limited to Permits, Advertising – $3,000 with an Estimated Total Cost of $2,492,270.

In addition to the OCRA grant, the remaining balance of $1,792,270 has been carefully budgeted for by Superintendent Donnie Davidson in his Water Depreciation Fund. McLeod indicated that Davidson’s diligence to prepare should eliminate the need to borrow any additional funds.

The remaining items on the Project Schedule are as follows with the desired target dates: Submit OCRA Grant Proposal – October 2023, Conduct OCRA Site Visit – November 2023, Conduct 2nd Public Hearing for Full Grant Application – December 2023, and Submit Final OCRA Grant Application – December 2023.

OCRA Grant Awards will be announced in February 2024. Following that the schedule is as follows with the desired target dates: Obtain Environmental Release (FONSI) – February 2024, Execute Grant Agreement / Complete Administrative Paperwork – March 2024, Advertise for Bid – March 2024, Bid Opening – April 2024, 

Construction Contract Execution / Notice to Proceed – May 2024, Substantial Completion – December 2024, Grant Close Out / Monitoring – February 2025.
