Plymouth Common Council Updated on River Park Square, Greenways Trail

City of Plymouth Attorney Sean Surrisi provided an update to the Plymouth Common Council on the status of several projects including River Park Square Project Phase II and the Greenways Trail Project Phase III during the last regular meeting.

Surrisi provided some additional information for readers during a follow-up interview for members of the public who might not otherwise know some of the backstory on the projects.

River Park Square Phase II – Close Out Process

The River Park Square Phase II Project included demolition of existing roadway of the former River Street, construction of the River Park Square Pavilion, the Veterans Plaza, the playground, lighting, sidewalks and associated site improvements. This project was partially funded through grants from the Indiana Office of Community and Rural Affairs (OCRA). The grant funds that OCRA provided to the City of Plymouth through the Stellar Communities program are federal Community Development Block Grant (CDBG) funds provided by the U.S. Department of Housing and Urban Development.

Troyer Group completed the project design and construction management at a cost of $45,900. Priority Project Resources completed the environmental, labor standards and grant administration for the approximate cost of $53,000. LaPorte Construction Co., Inc. was awarded the construction base contract for $761,000, plus a $50,000 alternate bid to add fieldstone wraps to the pillars supporting the roof of the pavilion.

OCRA provided $700,000 in grant funding for the project through the Stellar Communities Program. Plymouth Redevelopment Commission is funding the balance of the project costs.

Though Surrisi, in cooperation with the Clerk-Treasurer’s Office, handles the administration of many grant funded projects within the City, this particular project required the hire of Shannon McLeod of Priority Project Resources, an experienced and certified Grant Administrator from Southern Indiana who does a lot of administrative work throughout Marshall County. The Parks Department, several members of the Plymouth Redevelopment Commission, and the Consultant with the Troyer Group had a close-out meeting as all that paperwork is being finalized which should be complete within a month or two.

Greenways Trail Phase III – On Schedule for Construction to being in 2025

The Greenways Trail Phase III Project is an Indiana Department of Transportation (INDOT) funded project. Surrisi is handling the responsibilities of Grant Administrator for that project. The City of Plymouth hired Troyer Group to complete the design work for a total fee of $114,869. Troyer Group has completed the survey and archeological review assuring that the City of Plymouth won’t be disturbing any historical artifacts in the ground. That compliance is a federal requirement for the project. Troyer Group has also started the environmental review and the design work; with 48% of that design work having been completed by April of this year. Construction for the project is expected to occur in the Spring of 2025 at an estimated cost of $292,500 with additional construction engineering costs of $29,400 bringing the estimated total project costs to $436,769. Bidding will occur in late 2024 with construction to begin in Spring 2025. Those construction estimates could vary due to potential cost increases and other factors. INDOT will reimburse the City of Plymouth for 80% of the total project cost.
