Plymouth Street Superintendent to Review Streets and Sidewalks Bids, Denies Crosswalk, Discusses Tactical Urbanism Project

PLYMOUTH — City of Plymouth Attorney Sean Surrisi and Street Superintendent James Marquardt opened bids for the 2023 Street Paving Projects during the Plymouth Board of Public Works and Safety (BPWS) meeting.

Three bids were submitted in the following amounts for a total of 23 streets and sidewalks projects: Milestone Contractors North Inc. at $497,681.42, Rieth Riley Construction Company at $474,611, and E&B Paving at $486,635.78.

Marquardt requested the board’s approval to review the submissions with Surrisi and award the project within the current budget. Due to a two week delay in order to get more bids for the projects, the work is already delayed. Should they have questions they will consult with ES Engineering, LLC.

The board approved his request.

In other news, the board denied the city-installed crosswalk request made by Trinity United Methodist Church. While Marquardt and City of Plymouth Engineering Assistant / GIS Coordinator Chris Marshall did search for ways to accommodate the request; the project would be very costly and challenging to satisfy compliance with the Americans with Disability Act (ADA) standards. The church is welcome to place temporary signage warning of children or pedestrians while church and activities are in session. Member Jeff Houin thanked Marquardt and Marshall for reviewing the feasibility of the project and answering questions.

Marquardt updated the board on the Tactical Urbanism Project located at Plymouth High School. Though it seems to be working to direct and slow traffic, he has had to pick up the delineators every other day due to being knocked over. Marquardt said that the Plymouth Community School Corporation (PCSC) is considering a sidewalk project that might incorporate the design of the project to adjust the drive. PCSC Attorney and BPWS board member Jeff Houin confirmed to the board that the project has been well received by PCSC Administration.
