BOURBON — Town of Bourbon Attorney Alex Hoover updated the Bourbon Town Council that two properties will be reviewed in Circuit Court by Judge Curtis Palmer on January 19th for possible demolition. Those two properties are located at 408 E. Liberty St. and 201 W. Quad St. Hoover informed the Council that neither property was in compliance as of the meeting in December. Hoover advised both Dale Jackson Jr. and Christopher Konkle that they were free to reach out to Chuck DeWitt on any compliance updates prior to the final hearing in January.
DeWitt informed the Council that the Plan Commission is reviewing the Town of Bourbon’s Zoning Ordinance “page by page.” The team is currently in Chapter Three – Zoning Districts. “We found a lot of discrepancies from – it looks like it goes back to 2013 when it transitioned from the old ordinance to the new book that we have. Not everything was apples to apples. So we’re going through and lining out things that shouldn’t be in there and then adding the things that we think need to be. Once we get that done we will get it to Alex so he can go through it before we present it to the Council.” DeWitt estimated several months before the Plan Commission completes review of the Ordinance.
The Council also approved Resolution 2022-13 Transfer of Dormant Funds. Funds in the amount of $3,029.71 will be transferred back to the General Fund.
Signature Authorization for Indiana Department of Transportation (INDOT) projects was designated and approved for Clerk-Treasurer Kim Berger. Berger will sign all INDOT documents once the Council has approved them.
The Council also approved the change order for vinyl coated fencing for the sewer project. The reason for the change was mainly to match the school. “That was the only change order in this process.” Berger confirmed.
The Council approved claims 4925-5019 in the amount of $333,790.21.
On behalf of Utilities Superintendent Roger Terry, Council President Ward Byers updated the Council that yard waste and brush pick up is suspended for the remainder of the winter.
The Town of Bourbon was awarded a Community Crossing Grant in the amount of $135,307.88 for 2023. Projects include portions of East North Street, Frank Street, Fribley Street, North Harris Street, North Washington Street, and Washington Street. Selected portions will be treated with overlays with patching and milling at intersections and approaches. Sidewalks will not be included in that work. The Council also signed and approved the annual contract with the Bourbon Fire Department (BFD). BFD Chief Chad Stepp informed the Council that BFD had nine calls since the last meeting. He noted that the Council will see some work being done on the building in the next four to six weeks. The Township Trustee is funding four overhead doors and two new man doors.
