BOURBON — The Bourbon Town Council held a public hearing about the Water Plant this month where no public input was made.
Project Engineer Adam Sitka from Wessler Consulting Firm was present to provide an update to the council on the project.
The proposed project includes the cleaning and repair of both existing wells to increase short-term capacity. General repairs will be made to both existing well houses including improved security with new doors, an improved Heating Ventilation and Air Conditioning (HVAC) system including new unit heaters, and improved electrical and control components.
A new well will be drilled to replace Well I.
The new Water Treatment Plant will include a new treatment unit, new high service pumps, new chemical treatment equipment, and new electrical and control equipment.
A new manhole will be installed on the water main supplying the elevated storage tank. The new pressure transmitter that will be installed within the manhole on the water main will provide a true water level reading within the tank.
Total project costs are estimated at $4,714,000.
The Town of Bourbon will need to obtain several permits prior to construction including a Construction / Land Disturbance Storm Water Permit (327 IAC 15-5, Rule 5 Permit), and Indiana Department of Environmental Management (IDEM) Drinking Water Branch Construction Permit, a Local Building Permit, and an Indiana Department of Homeland Security for State Design Release. All state and local ordinances pertaining to stormwater detention and quality will be complied with.
Construction is expected to start in October 2022 with a Notice to Proceed with an estimated final completion date of November 2023.
The council was also provided with a financial analysis for funding the water plant project completed by Baker Tilly Municipal Advisors illustrating three funding scenarios. Additional information on potential funding opportunities including pending grants will inform the council on the best opportunity for Bourbon.
