The Bremen Town Council members adopted the amendment to a chapter of the Bremen Parks and Recreation Board ordinance last week.
The matter stemmed from a discussion on May 26 of this year surrounding the operation of the pool for the year and who has the authority to make that decision. At that time, Town Attorney Anthony Wagner said there was some sort of disagreement and the functions of the Park Board were unclear.
In the amendment, the Park Board “shall have the power to perform all acts necessary to acquire and develop sites and facilities and to conduct such programs as are generally understood to be park and recreation functions.”
The following actions must be presented to the Bremen Town Council in a public meeting for approval: to issue bonds and levy a special tax; to acquire and dispose of real and personal property; to exercise the power of eminent domain; to sell, lease, or enter into a contract for land; to release or transfer land; to appoint, hire and retain the necessary administrative officers and personnel of the department and fix their duties.
Another update included the manner in which Park Board members would be appointed. One of the members would be selected by the Bremen Public School Board which follows state statute. The other four members would be appointed by the Bremen Town Council. Four-year terms are implemented with the end of a term on December 31. If a new member is not chosen by the town council or school board, the current member shall automatically serve another term.
Park Superintendent Brian Main would report to Bremen Director of Operations Trend Weldy with everyday matters.
The Bremen Town Council members unanimously approved the second and third readings of the ordinance.
