The Bremen Town Council members are reviewing an ordinance that would better outline a chain of command with all of the entities involved in the Bremen Parks Department.
The matter stemmed from a discussion on May 26 of this year surrounding the operation of the pool for the year and who has the authority to make that decision. At that time, Town Attorney Anthony Wagner said there was some sort of disagreement and the functions of the Park Board are unclear.
Wagner stated, “That’s the entire point of this overhaul to decide what they have the ability to decide, and then for the things that they don’t, to what degree should they have input?”
Wagner said the way that everything works is not on paper and needs to be included in an ordinance. He says the town council can reserve certain authority over some aspects. The town council does determine compensation and the person who heads the parks department, but most of the other decisions are delegated by the Park Board.
Bremen Town Councilman Michael Leman said he wanted more clarification of who reports to the Director of Operations or who reports to the Park Board or Town Council.
Park Superintendent Brian Main said he will check with the Department of Natural Resources on a few things to make sure what is in line.
The Bremen Town Council members approved the first reading of the ordinance, but changes will be made to make the chain of command more specific before additional readings of the ordinance are on the table for discussion.
