Plymouth City Engineer Rick Gaul updated the Redevelopment Commission on the Hoham Drive project Tuesday night.
The purpose of this project is to help truck traffic and other vehicles maneuver along Hoham Drive and Western Avenue. The proposed construction will occur during an 8-month period beginning in 2022 with local access available, but thru-traffic will be restricted. Hoham Drive will reopen to the public in 2023, according to the preliminary timeline.
He said the environmental report is done and approved, and right-of-way acquisition can go ahead. An INDOT contract may be presented next month for right-of-way appraisals which needs to be done by May.
Other reports are sort of stalled including the preliminary right-of-way engineering and geotechnical field work. The city is working with NIPSCO officials on an issue they have with the location of the proposed retention pond. A substation is located in the area on Hoham Drive and there is a planned parking lot expansion in the area where the retention pond is proposed. Gaul said alternative locations are being reviewed for that adjustment. A right-of-entry was approved for the appraisal process.
The appraisal may increase up to $530,000. Gaul said that when the appraisers began looking deeper into the project the preliminary estimated cost went from $412,000 to $530,000. More information will be gathered for more of a solid cost as paperwork moves along.
