Plymouth City Council member Jeff Houin asked city council members if they could review how funds are distributed within the Cumulative Capital Development Fund.
According to meeting minutes from 1993, Houin pointed out that the council members at the time discussed that the Cumulative Capital Development Fund is split evenly between the fire department, aviation department, and city improvements. He added that he and City Attorney Sean Surrisi looked through statutes and codified ordinances and could not find anything that requires this division of funds.
“I don’t know that that automatic division is the most responsible way to handle the funds,” said Houin. “I think that those funds are going to vary from year to year. The needs of the fire department may be greater one year and the needs of the airport may be greater the next year. They’re not going to be the same each year.
Houin asked that the council look at that prior to budgeting season next year and consider amending the policy. They agreed to take a look at it in 2020.
