Plymouth City Council Considers Several Additional Appropriations

The Plymouth City Council members opened a public hearing Monday night concerning several additional appropriations advertised for approval.

Clerk-Treasurer Jeanine Xaver read the appropriations as advertised which would give permission to spend the money as advertised. 

The following requests were made:In the continuing law enforcement fund: $5,000 for ammunition, $3,000 for training and up to $5,000 for a radar;

In the Monetary Gift Fund: $142,655 for the Aquatic Center Capital Campaign;

In the General Fund Promotion of the City: $300,000 for permanent supportive housing;

$50,000 for Habitat for Humanity project;

$10,000 toward the Regional Stellar Communities Designation program.

Transfers from other funds can make up the appropriations. 

In the Cumulative Capital Development Fund, Plymouth Municipal Airport officials are requesting $50,000 for a truck for snow plowing, fire department officials are asking for permission to spend $180,000 for an ambulance remount, and the Street Department Superintendent is asking to spend $60,000 for a bucket truck.  Xaver asked for $30,000 is for cleaning services and utility costs out of the City Properties and Maintenance Fund, park department officials are asking for $40,000 for the kayak launch, and $273,000 is asked to be released from funds set aside to complete payment of the contractors in the City Renovation project. 

Councilman Don Ecker, Jr. commented that the fund to support the Aquatic Center Capital Campaign should be reconsidered.  David Miller from VanVactor Development, LLC said the money was set aside for infrastructure and site improvements, or a reduction in a property purchase price at a future development in the techFarm, but would support the funding if approved by the city council.   Marshall County Economic Development Corporation President and CEO Jerry Chavez also gave his support of that additional appropriation request as did Sean Surrisi acting on behalf of the Capital Campaign Committee. 

No other issues were brought forth with any of the other additional appropriations proposed in the resolution. 

Councilman Ecker made a motion to reduce the Capital Campaign contribution to $75,000 which gathered a second by Councilman Randy Longanecker, however the vote was not supported by Council members Duane Culp, Jeff Houin, Shiloh Milner and Bill Walters.  Another motion was made by Bill Walters to pass it as presented which was passed by a vote of 4-2.  The dissenting votes came from Ecker and Longanecker.
