Members of the Plymouth Board of Works considered a request pertaining to the new drainage plan review fees when they met last Monday.
City attorney Sean Surrisi provided some background about the request, explaining that Carl Stockberger apparently submitted his drainage plan after the new fees went into effect. However, since planning and coordination were occurring for many months before the new fees went into effect, Stockberger asked the board to consider waiving them.
Surrisi added that City Engineer Rick Gaul has been looking into Stockberger’s application with consultants at Cardno to ensure reviewing would only be done on areas where work is expected. This would guarantee that Stockberger wouldn’t be paying more than he needs to if the exception was not granted and the fees were applied.
Gaul shared that he met with Stockberger and associates at Cardno back in March to discuss what would be happening on the site. He added that further communication about the project took place in July. The drainage plan review fees went into effect on August 1st and Stockberger’s plan was submitted about two weeks later on the 15th.
Board members came to an agreement that since everything was already in the works long before the fees were passed, they felt an exception could be made. A motion to waive the fees entirely passed with a unanimous vote.
