A Plymouth theft investigation led to the arrest of a Rochester man for drug-related offenses. Plymouth Police say it happened Wednesday afternoon near First and Madison streets. They say they were investigating a theft that was reported a few blocks away when they arrested Richard Hinsey, 33, for possession of methamphetamine, possession of drug paraphernalia, and resisting law enforcement. He was taken to the Marshall County Jail.
