New Charging Stations on Hold in Plymouth

The Plymouth Common Council voted to put several new electric vehicle charging stations on hold for clarification.

Plymouth City Attorney Jeff Houin told the board that the Michiana Area Council of Governments (MACOG) had a grant available to place more charging stations in the city similar to the ones currently in River Park Square.

Houin said the site for the charging stations would be the city parking lot north of the Library. Part of the grant for the stations in River Park Square was that they be free of charge for the first two years. That stipulation is due to run out soon and the city has begun to explore what the charge would be for the service.

Houin said that MACOG suggested the charge be on a per kilowatt-hour basis and that the city could use information gathered at the River Park Square site to set the charge for both.

Questions arose about a security clause in the proposed contract and what the city’s responsibility and liability would be for the sites.

The contract had specific items listed as security responsibilities such as video surveillance of the area.
Houin said that the security requirements were part of the “boilerplate” agreement and were negotiable. He said the only responsibility for the city would be to maintain public access to the station.

Members of the Council voted to table the issue until Houin had an opportunity to obtain clarification on the specific terms for security.
