On Dec. 9 at 10 p.m. ET, a Marshall County Sheriff’s Department deputy conducted a traffic stop on a vehicle for exceeding the posted speed limit on U.S. 30 near the intersection with Michigan St.
During the investigation, police say it was learned that the driver, identified as Carlos Arroyo, 33, of South Bend, did not have a license. Arroyo was subsequently arrested on a preliminary charge of operating a motor vehicle without ever receiving a license.
Suspects are considered innocent unless and until proven guilty in a court of law.
