Plymouth Police Department officers were stopped at the red light facing westbound on Washington Street towards Michigan when they saw a silver Chevy Cruse driving southbound on Michigan Street in the northbound lane Wednesday, July 17 at 10:46 a.m. ET.
The car then turned eastbound onto Washington Street and then continued southbound onto Water Street stopping at Garro and Water Street.
Officers spoke to the driver, identified by a passport as 24-year-old Jean Kenson Noual, of Plymouth, and asked for his license, registration, and insurance. He reportedly advised officers that he did not have any of that and was taken into custody and transported to the Marshall County jail on a preliminary charge of operator never licensed.
Formal charges will be determined by the Marshall County Prosecutor’s Office.
Suspects are considered innocent unless and ntil proven guilty in a court of law.
